Kallang Airport, Singapore's first civil airport was designed by Frank Dorrington Ward, Chief Architect with the Public Works Department during the 1930s. Completed 1937 on reclaimed mangrove swamp, it had a grass landing field. The Japanese built a concrete 510 metre runway during their occupation from 1942-45. This was lengthened after the war and by 1949 all civil traffic was operating from Kallang. By 1951 the Government foresaw the need for a larger airport. They acquired over 500 hectares of land in Paya Lebar and Serangoon and in 1955 Paya Labar International Airport was completed. In 1960 the Kallang Airport Terminal became the headquarters of the People's Association. In 1974 the National Stadium was built in the middle of the old airports landing zone.
